From what I can tell, the GPU or CPU utilization drops alongside the framerate, but going by the GPU usage on the in-game framerate counter it's going WILD, jumping up to almost full usage a few times every second or so while mostly staying low. It seems to take a while after starting my computer up for the first time, but after a while it keeps happening every time I start the game until I restart my PC. The good thing about this beta is, that you can play the entire game for free. The version you can find in the Windows Store is called Forza Motorsport 6: APEX and does have a beta indicator. It’s not exactly the version which you can play on the Xbox One, currently Forza Motorsport 6, but almost. Now things have changed and Microsoft is also offering the game through the Windows App Store on Windows 10. Forza Motorsport once was a good reason to by a gaming console from Microsoft, back in the time when it was an Xbox exclusive.
